The Northside Outreach Center (the NOC) was formed in 2004 by Butch Johnson, who lived in Highland Park until he joined the Army in 1969. In 2003, Butch joined the Richmond Police Department’s neighborhood intervention, Faith Leaders Initiative (FLI). FLI was designed to galvanize local churches to reduce crime and increase the quality of life for citizens of Richmond. FLI in Northside dissolved within six months. However, Butch’s resolve to improve the lives of children and families in Highland Park spurred the creation of this non-profit. He and three other volunteers founded the NOC to provide holistic services that benefit the total person.
The NOC is governed by a Board of Directors that set policies and procedures for the organization. The current NOC Board Governance is made up by seven directors with diversified gifting’s and portfolios. The following is a list of the current Board Members.
